First coded html design of the homepage

The wireframe homepage has been coded and can be found at the link below.
New homepage of the Devon and Cornwall Police website.

The coding follows the principle of mobile first and uses 4 screen width break points, what this means is that if you view the site with your mobile or tablet the layout of the site will change for ease of viewing.

I have left the Search top left for ease of those using screen magnifiers.

The web team meeting this morning discussed the need:
  • for all social media links to be within the top strip, which especially when viewed using a mobile pushes the main content of the page down the screen.
  • The icons to the left of the logo are not descriptive enough.
    • Where do you think the icons will take you?
      • Three people shapes
      • Warning triangle
      • Question mark
      • Pencil
  • News and appeal stories should not be displayed on the homepage
  • News and appeals should be displayed but given more room
  • We do / don't need a homepage presence for Court and Convicted.
  • We do / don't need a contact form in the footer

New layout for homepage of the Devon & Cornwall Police site

The below is the new wireframe for the new Devon & Cornwall Police website.

This layout is generally agreed to be an improvement on the present site, there is however some debate on certain aspects of the placement of some key features.

We would like your thoughts please:
Should the search which I have placed top right so that those using screen magnifiers can locate it more easily infact be placed top left?
Do we need the 8 quick link buttons top right (adjacent to the logo)?
Do we need the partner links in the footer?
Do we need the Force main address in the footer?
Do we need a contact form in the footer?
